Most Awakened Celestials can make Warps. Because this is a physical ability, some Celestials are born without it, much the same way that some Humans are natural athletes and some are not. Celestials who cannot make a Warp can still use them, however. No gear or Celestial technology is required to create a Warp.
A Warp works like this: The Celestial creating the Warp must be able to physically see the destination. The Celestial reaches out with her mind—through the space/time she currently occupies—and grabs the space/time at the destination. She then pulls that bit of the fabric of space/time to her location, as though she were reaching out and grabbing an object. When that bit of space/time from the destination reaches her current location, the Warp opens and the Celestial is then flung through the Warp to the destination, much in the same way a rubber band snaps back into place after it’s been pulled out of shape.
The Celestial who created the Warp does not have to be the last one through the Warp. Once it is opened, the Warp stays open for roughly six minutes and during that time, any number of Celestials can move through it. However, a Celestial can create a “personal” Warp, which is genetically coded for that specific Celestial and cannot be used by others.
Warping is used to arrive at a destination quickly and is used the way Humans and Terrapyres run. Like running, it takes more energy that walking but is not physically draining.

If a Celestial were to hit one of these anomolies, his quantum map, which normally would not be scrambled during a Warp like it is during a Morph, could become confused. This would be rare, but possible. And could potentially be devestating if a Celestial were carrying a child.
E.J., in the Mardi Gras 3000 Universe, what might cause one of these slipstream anomolies?

I ask about this because so very many Celestials are involved in the battle and I'm concerned that birthrate would drop dramatically if pregnancy poses risks on Earth. Also, if the danger is such, why were so many 3D Celestials born? Though, come to think of it, how common are 3D Celestials?

We know some Celestials have children on earth, however, because of this in the sourcebook:
