It would make sense that, without some reason to continue pursuing the Grail as they did in the 12th century, tactics would be drastically different between the start of the war and Prime Time. I think your solution balances things realistically. As an author working both in Prime Time and the first years of the Grail's presence on Hom, you've given me a lot to think about. Thank you!

My official opinion is this:
I think that a struggle that goes on for so darn long without any kind of benefit to the Celestials is more than a little problematic. There has to be some immediate reward here for them otherwise they'd all go AWOL. They are a bright and independent people. Also, they probably would have abandoned Hom eons ago--because well, they can.
So, one of the things we need to establish is what makes Hom so great? It has to be better than any number of thousands of worlds they've visited and could possibly colonize.
As it stands now, the Grail Drops on Hom once a year. This obviously is not often enough. What if it Dropped once a week or once a month? This would speed up the timeline initially in terms of the Celestials getting together, Council forming, etc. but since it wouldn't change the outcome ( Council forms, etc) I don't see a problem here.
So, let's figure out...
Every time a Celestials captures the Grail, the Grail "shies away" from Hom for how long?
Finally, in the spirit of fairness, the kitten exchange seems perfectly balanced to me. So unless there are any objections, failure to harness the Grail will, from now on, result in more kittens being born. Okay. Okay. Only tiger striped kittens. But that's all the leeway I'm comfortable with.
